You're spot on that in many organisations, the cost of buying software can vastly exceed the amount of money actually being spent. It's useful to have some feedback on how those costs arise. Unfortunately I don't think it's really possible to split Saxon's functionality into "development" and "runtime", which makes it difficult to move to a pricing model where you pay for development and runtime is free. But I am planning to introduce a "shrink-wrapped" site license.
