The Greek Names project you note can be located at http://www.lgpn.ox.ac.uk/ is anyone is interested. Sadly, it is not quite true that we have geolocated all the ancient sites - that's very much work in progress. I'd also suggest that the lack of interest in XQuery which you experienced may be illusory. A lot of these projects use eXist and write XQuery there - the Greek names thing is entirely programmed in XQuery, for example. The TEI Roma application which many people use uses XQuery behind the scenes as well. Who uses all the digital texts being created? good question.
